Child abuse is being constantly generated. Child abuse is still a blind spot. And we are not aware of the voices and rescue signals of children asking for help, or we are aware of it too late. Therefore, the system should be improved to detect and respond to child abuse at an early stage. Despite of that many related institutions have a good system, it seems that there is a problem in operation. This study focuses on preventing recurrence than were looking for ways to strengthen the rapid cognitive function for child abuse in the community. Child abuse needs to be improved through participation and cooperation in the community. First, an early detection system for child abuse should be established. Second, it is necessary to reconstruct a cooperative network focused on the community. Third, it is necessary to establish a "high risk child" centered on the community. Fourth, there is a need for regular safety culture activities in the community.
